Zoning is the local land-use designation that determines what may legally be built on a plot in Bali, and it governs whether a given piece of land can be used for tourism, residential or agricultural purposes.
Every plot sits in a zone, and the zone determines what is permitted. Some land is designated for tourism accommodation, some for residential use, some for agriculture, and some for green space where building is heavily restricted or not allowed at all. The zone, not the seller's intention, decides what your project can be.
The broad zone types are usually shown as colours on a planning map, but each colour splits into subcategories with their own rules, and those subcategories are what actually decide what a specific plot can be used for. Two plots inside the same coloured zone are not automatically interchangeable. Proper due diligence checks the subcategory a plot sits in and the specific purposes permitted on that land, not just which colour it falls under.
Zoning is the first check on any plot, before price is even worth discussing, because it is the constraint that cannot be negotiated. A beautiful plot at a good price in a green zone is not a bargain, it is a plot you cannot build the thing you want on.
Zoning also interacts with setback rules, height limits and, near the coast or rivers, boundary restrictions. Two neighbouring plots can carry meaningfully different constraints.
Where people get caught
Relying on the fact that neighbours have already built something similar, or on the main zone colour alone. An existing building is not proof that the zone permits it; it may predate the current rules, or it may be non-compliant and not yet enforced against. And the colour alone does not tell you the subcategory or the permitted purpose. Verify both for your plot.
